So that I don't mess up my rack... a few questions 700 1987

Hi folks,

I am a little puzzled by the way I am supposed to remove the inner tie rod from the rack... I don't understand where my counterhold is on the rack itself. I see the long keyed shaft, and I could reasonably pop a vise-grip wrench on to that, and then use a pipe wrench to free the tie rod... but that seems scary. How soft is the metal that makes the keyed shaft of the rack?
