85 volvo 240 not starter not turning over

I have a problem with an 85 volvo 240, the starter does not turn over. It happened today. I tried to start the car it did nothing, after turning it off then off on (about 5 to 6 times) it finally started. After I got off of work the car would not turn over. You can hear the fuel pump relay clicking, but still no other obvious problems. Not sure if it is the starter/solenoid, or a wire problem. If anyone has had this problem before, any help we be greatly appreciated.
