What's my first step?

At warm idle, turn on the AC. Does the idle remain steady? If so, the IAC is working. If it stumbles and recovers, the IAC is sluggish, or possible vacuum leak. If it stumbles and dies, the IAC is not working at all, or large vacuum leak.

Check for vacuum leaks.
