Crank pulley torque and paint 120-130 1967

With a little rope and PVC pipe for an extension, the bolt came right off so I can replace the felt seal.

Does the seal need to be oiled before inserting?

How much torque to use on the crank bolt?

As an aside, the pulley looks like it used to be painted red on the forward facing side. Should I repaint it? Will rustolium work?

Another aside, when I loosened the alternator tensioner bolt, I found that the alternator was loose. Would that have caused the noise/vibration at higher rpms? I guess I will find out soon enough :)
