1991 740 700

I looked at a 1991 740 sedan today to purchase. it has 152000 miles on it. fluids are clean. Everything works including the heated seats. It has verifiable service history. New timing belt 5000 miles ago. No signs of leaks. The bulb light indicator comes on when the turn signal work and when you step on the brake but the lights work. My question is concerning idle speed seems a little slow when it is in gear. about 700 rpms. They could not remeber when they last had tune up items replaced. Also this car has the distributor that is operated by the camshaft at the rear of the valve cover. several years ago i had 240 sedan that was built like a tank so I know somewhat know my way around volvos. So how reliable is this set up compared to a volvo with a regular distributor? They also seems to be a little engine noise at start up but I atrbute that due to the crappy oil filter. They are asking 1300 dollars does this seem fair? Any pointers?
