Surge Ahead? Not in my case... 200 1990

After a three hour drive home in a snow storm last weekend I noticed the car starting to bog down when I hit the gas pedal. Soon after getting off the highway, it started surging badly at idle and I had to keep my foot on the gas to get it home. It will idle somewhat OK when cold, but surges worse and worse as it warms up and finally dies.

Checked for vacuum leaks - OK
Cleaned TB, IAC valve, etc. - No change
Jumped #4 and #6 fuse - No sound from pre-pump

Could the pre-pump not working cause this?
Any other ideas?
