Cruise Control 700 1989

89 780 ( No OBD Read Out ) Ive read the faq and in fact printed up the entire section on Cruise repair. heres my situation and im only looking for others input on where they would start to check things, rather then starting from step one ( which ill do if i have to )

when i bought the car the Cruise did not work, ive since replaced the engine ( including the Cruise Diaphram And all Vac hoses ) and it still does not kick, the Brake Pedal has no give upwards so i ruled that out. Is there a way to apply 12 Volts ( is that the voltage the vac pump uses?) to the vac pump to see if it is at fault? i did not replace the vac line's inside the car, i cannot inspect them at the moment as the car is at the body shop but will be inspecting the vac line near the brake as the FAQ suggest's. Brake lights work and bulb out indicator is NOT on. thanks for any input.
