failed smog! 200 1990

So, I filled up her tank and went to the smog station. I had to wait my turn. About 15 minutes later, she failed the emissions. She has high HC and high NO. I tried to attach a pic, but that didn't work (page not found), so here it is:

What to do now? I can't afford to take her to a shop to get her diagnosed and fixed AND I prefer my sister to work on her. How do we diagnose this? How do I fix this? She has a new O2 Sensor and a clean AMM.
