Constant Air Temperature Device 140-160

Please, bear with me. Having lived with HS4s and HS6s all my driving life, the HIF6s I liberated from a Volvo composting facility present a learning opportunity for me.

The air filter box that was sort of attached to the carbs has, what my Haynes calls "constant air temperature device" on it. It is non-functional because the linkage between the thermostat and the flap is missing. Is it worthwhile to fabricate this linkage, or are this flab and thermostat other items I can get rid of, like the butterflies in the manifold and the over-run relief valves in the throttle plates?
