High NOX failed emissions! Fixed 86 by pulling vacuum hose to ECU but this is 90 200 1990

The HC reading is great (69.5 max is 174) and so is the CO (0.05 max is 1.12) but the NO is 2688 - limit is 1258 so it's about doubled.
In my 86 240 I pulled the vacuum hose to the ECU and it fixed it. But this is totally different ECU and located under passenger kick panel. Car has 196k miles but O2 sensor and cat. converter are not that old 4 years, 50,000 miles - have had both last a lot longer in other 240's. The exhaust does have a small leak between the exhaust manifold and front pipe. Could this cause a NOX problem? Any other ideas please?
