Volvo is too foggy to drive in wet weather...any tips? 200 1992

My 1992 245's windows are way too foggy when it's raining, and I need a fix. The defroster, even at full blast, can barely clear up some spots at the bottom third of the windshield.

-I've tried every setting, and nothing works well.
-Tried the RainX anti-fog stuff and it made no impact.
-The car does not leak, and I usually park under a carport.
-New blower motor in 2006 by PO.
-Not a lot of air comes out of the top-of-dashboard vents, even at full blast. The front heater vents, however, work very well when open (I keep them shut so more air will go to the windshield).

Any tips? I live in the Pacific Northwest (rains all the time) so this is getting pretty unbearable.
