OBD code 3-1-1 200 1991

This could result if you have a cluster from an 88. Check the date on the instrument cluster; the seller may have done one on you. Or was this OK before you changed the light bulb?

If it is an old cluster, and you don't want to get the right one, you can pull the black/blue from the round plug pin 6 and wire it with a spade lug to the dual terminal where the cruise normally connects. The older clusters use that pin 6 for the alternator D+ feed to the AC delay relay.
