1989 240 diagnostic codes 2-2-1, 2-3-1 200

Hi Folks,

I am having a problems resolving these codes on my 1989 240 with LH 2.4 Jettronic. The in-tank fuel pump was burned out, and replaced with my spare. Outside tank pump buzzes, and fuel pump relay was resoldered. When I added vacuum to the fuel pump regulator, the rpm changed. So I am thinking that the there is not a low fuel pressure condition. Yes of no?

I checked for leaks, and all hoses seem to be good, and pouring water on the vacuum lines didn't seem to change the engine RPM's at all.

Checking the O2 oxygen sensor, I found that the resistance between the heater was 5 ohms instead of 13 ohms when warm, so that unit was replaced.

My check engine light returns after clearing out the Diagnostic Codes. What and how should I proceed?
