Go for the 25 Amp fuse first

Revisit this. Check your work. Use a test light to be sure the battery voltage stays stable at the relay terminal 30 (the other end of that red wire) when you are hearing the buzz. Lucid is right. This isn't the 561 "pink label" problem, and rarely is it the ground wires.

"didn't work" is awfully short shrift to give to 7 potential corroded terminations under the hood in that red wire blade fuse line.
