Why are wires cut on my fuel pump? & a rewireing is this safe? 1992 740 700 1992

i am still working on my 1992 740 gas 200.000+ mile rough start no run problem, i have put in new plugs, new wires, new distributer cap, new roter button, new fuel filter.
i have swapped the Manifold Air Pressure (MAP) sensor, and relay.

Now i have 2 740's so i decided to take fuel pump from working 1990 740 to this non working 1992 740, well when i took out fuel pump we found the wires had been all cut off and a rewire has taken place "see photo" Why was this done? and is it safe?

And all my guides say that this car has two fuel pumps but we can only find one?

im no mechanic, but with Y'all help over the years, i sometimes look like one! "my friends call me cheep" i call me wise. Thank you for that!
