B18B running issue 140-160

If the throttle was closed when the person was cranking you would not feel too much vacuum.
Probably a dum question but when you removed the secondary butterflies did you remove the shafts also?
If so, did you plug the holes?
Are you using HS6 or HIF6 carbs? Maybe 2.5 turns down isn't enough. See if it does better with 3.
Once you get it running adjustment should be fairly straightforward.
Where are you located? Should be somebody who knows these things well close by.
