Identifying a ground on a 240 200

Does anyone know what items ground here? This is on the steering column on an 87 240 I'm working on but IIRC, they're all the same. Green manuals don't show it. Perhaps Vadis does?

There are 2 wires grounded here - both disappear into the main harness. My guess is the instrument cluster, but not sure. This car had some intermittent issues awhile back so I need to know what is grounded here ASAP. Thank you.
