Rear Door Lock Stuck - can't open door. S90-V90 1998

Driver's side rear door. The lock will not release either with the power locks or with a strong tug on the little lock/unlock lever under the interior door handle. That lever won't move.

As a result both interior and exterior handles will just pull through their range of motion without resistance or effect. I am presuming that something is hung up/broken/stuck in the lock mechanism inside the door, but without the door able to open there seems to be no way to remove the panel and get at the innards.
