Vacuum Thing-a-ma-jib 700 1986

Noticed a strange noise under the car and saw this part was dragging. Tied it back up but not sure how long it will hold. I figured out it is the vacuum thing for the A/C. The A/C is not connected and the belt is off. Can I just cut this thing off or is it a necessary part of the car. Basically I'm asking that if it is part of the ac that I do not have can I do without it?
