turbo 700 86

Bought this one off the freeway. The previous owner thought the engine was blown. It had no water in the res or oil on the dipstick. these conditions were remedied and it started right up. There was a noise like a beater in a bowl; but the engine ran smoothly. I suspect the turbo has lost a blade. Also, would a stock 86 760 have a turbo w/o water cooling? this car has only 168.000 miles and seems to be pumping oil out the wastegate shaft.
