Try lubing the cable pivot area on the pedal. Won't take much. This is a good place to use something like Tenacious Oil (bicycle product) which won't drip easily and clings to the metal it's applied to. Camera repair guys also use something like it, or did when cameras still had shutters and used film.

If that doesn't do it, make sure that the pedal hanger is bolted tight.
