Timing Belt Change Questions 700 1989

Hey There

We are changing our timing belt and hope someone will answer the following questions.

A manual said upon reassembly the crank pulley should be torqued at 43 lbs during stage 1 of the process plus 60 degrees during stage 2 of the process.

Not having the proper tools we tightened it to approximately 40 lbs. We could not tighten the bolt the additional 60 degrees at this time.

The questions are the following:

Is something to be done between the two stages or is the manual refering to the instruction to do one thing and then immediately the other.

Additionally, in the short term can the car be operated until a shop can further tighten the bolt.

Does the direction of rotation stop the pulley from coming off immediately.

Is there any way to keep the pulley from turning when tightening other than instruction to have a helper under the car with a screw driver working around the flywheel.
