Check the check valve right after you check the vacuum hose. You should be able to suck thru the hose connection end but not the end that enters the cylinder. No cheating!

Home mechs can really screw-up the brake bleeding on that system. I would have the entire system flushed out.

Those two things, and as Jones suggested, a really good cleaning of the pads and calipers (spring for a can of brake cleaner) and then see what you have. I believe in doing the easy (and cheap) things first.
