240 DL won't start when temp drops below 60 200 1986

I have a 240 DL wagon that has not had any problems starting until we experienced a recent drop in temp. at night. Two three mornings now, we have had frost and engine will not start. Later during the day when temp rises car starts right up with no problem, without even putting my foot on the accelerator.

The battery and all connections are fine, new starter, new ignition coil, all grounds are fine. I suspect it may be the cold start valve, but I am not certain. This is one thing I will check, but are there any other things that I can check as well.... I need to get my car back on the road ASAP, so any information that anyone out ther has would be most appreciated.
