240 stumbling 200 1982

First off Howdy..this is my first post... 82 245 turbo... getting ready to pull it in the garage and rewire the motor among other things... but this has me stumped... there is one sweet spot on the gas ... if I give it any more it falls on it's face.. and even in that sweet spot it falls on it's face at 4000 RPM's ..it just dosen't have the amount of power i expect.. this is my first turbo in a long line of volvo's so i'm going to school again.....
