Replace Steering Rack or just tie rods 200 1987

Hi all...

Have noticed excessive wear on the insides of both front tires on my wife's brick. Took it into my local mechanic and he indicated that the left inner tie rod was going and the boot was shot.

He didn't say anything about the rack itself. However lately, I have noticed faint spotting on the driveway.

Today I looked under the vehicle, the crossmember under the rack has a thick crud built up on it. Looks all the way up to the bottom of the pump. I have noticed that the level in the pump has decreased slightly over the last few months.

I'm not sure if I should just replace the tie rods (inner and outer, both sides) or just do the rack. It is a ZF rack.
