ECU identification help with 91 240 automatic with EGR 200 1991

trying to get my idle down to 750rpm from 1000. Attempting to read voltages at ECU. Took off kick plates on passenger side footwell. Two electronic boxes down there. Larger of the two is metallic, the smaller black plastic.

Would like to know which is ECM and exactly what the other one is? Here are numbers on the units:

large metallic box has a "BOSCH Jetronic" label on it and the following numbers.
0280 000 556
3501 687

the smaller box has two numbers also
3517855
0 227 400 ???
the last three numbers are under the clamp which i have not yet removed.
