Poor gas mileage in a '94 940 turbo wagon. 900 1994

Help! An inept untechnical owner needs the advice of the experts. I had the 60K service done by the local Volvo dealer, and it appears that they went by the book! Gas milage is around 18 mpg - this mostly city driving with occasional forays onto the local interstate (but only for around 20 -30 miles at a time). Have tried putiing Valvoline injection cleaner through the fuel system ,without any appraciable result. Other than that the car runs good, reasonable acceleration, and I guess will top out around the ton, it is quite happy at 90!
Suggestions, please for improvong the mileage, as the original sticker suggests 19 city and I think it was 25 or 26 highway.
