Turbo plus no go... 700 1987

Now that I have a decent boost guage installed, horror! I have established the above.
Of course the temptation is to forget about it and instal a boost device, however it is part of the car and I would like to at least see if I can reactivate it.
Everything would seem to be there, is there any common or logical place to start looking.
