945T high/low idle problems - can you guys help? 900

My 94 945T (98k) is idling very strangely. By adjusting the idle screw, I can get the engine to EITHER idle at 500 rpms or lower, or 1500 rpms or higher. There is no middle ground. I have recently removed and cleaned out the throttle body, and have replaced the IAC without any change in performance. I have not replaced the fuel pressure regulator though.

What might be causing this? I've scoured the FAQ many times over the past few months, but am running out of ideas.

Oh yeah, last summer, after cleaning the TB and replacing the IAC, I had decent idle speed (800 rpms), but when after a 20 mile drive with the a/c on, the car would idle in gear around 200 rpms (lot's of two-footed driving).
