HELP! Front Wipers Won't work -- Wiring Problem?? 700

Hi, I'm having a problem thats driving me CRAZY!!!! Put new engine in everything work but the Front wipers. I have done the following to trouble shoot:

1. Checked fuse 15 -- Not blown-but cannot get a test lamp to light
2. Pulled Intermittent wiper relay from fuse block and checked for electrical current--there is current getting to that point.
3. Pulled cowl off to see if wiper motor connection was good -- it was connected.
4. Horn does not work either--probably function of no current to fuse 15

Questions:

a. I have the wiring diagrams from Volvo but I can't seem to track them well.
How can I track the wires necessary to fault trace the problem
b. Shouldn't I have power at the fuse when the key is in the "ON" position?
c. If I look on the underside of the fuse box and probe fuse 15 I cannot get the test probe to light.
