Engine quit with a 'chug', then no cold start

Isn't it just the in-tank pump that runs momentarily when you turn the key to on? If it doesn't the main fuel pump would be working without the in-tank one after you try to start, which would cause too little fuel to reach the injectors. So that could cause no cold start, which needs more gas, and dying above 3000 rpm.
