very loud body rattles 200

i just picked up a 240 wagon. its got some issues. the one i am trying to work on now is the major body rattles when i am driving slowly over bumpy roads. at highway speed, not problem. the rattles are loud. my mechanic initially suspected Strut Towers but now says it may be a bushing issue. could something like this be caused by ball joints? its bad whether i am going straight or turning..and seems to reverberate throughout the whole car. the sounds mostly seem to be coming from the front, but sometimes it sounds as if they are coming from the rear too. i checked he grill/headlights and they are firmly in place? any ideas before suspension parts start being replaced?
