New Thermostat Bad? 900 1996

I just replaced the upper radiator hose and the thermostat on my '96 965 (133,500) with a Volvo #271664 and it is acting similarly to to old/bad one: From cold start the guage rises to nearly full temperature and then drops back a little. Prior to these problems, this car has had a rock steady temp indication. Is the new stat NG or is there something else going on? Thanks.
