Throttle body question 700 1988

Sounds as if you have a false limit somewhere, possibly on the switch. The plate should close completely. The large black plastic screw is adjusted to bypass a bit of air around the plate to give a base idle speed of 700 or so with no IAC. When active the IAC then regulates idle a bit higher at 750 or 900 with AC on. The switch should click and transfer just as the plate starts to open, this is adjusted by shifting the switch slightly. The metal stop nut is adjusted to keep the linkage from pulling back on the plate once it has closed.
