Rear Axle Limiting Straps 444-544 1965

I bought my car ('65 PV) as an abandoned project. The previous owner had "gone through" the rear axle installation, which included replacing the rear axle limiting straps with heavy duty braided copper battery grounding straps, but it seems they are too long; when jacking up the rear of the car, the straps don't get taught prior to the wheels coming off the ground. What should be the correct length for these straps? Should they get taught just prior to or simultaneously when the rear shocks are fully extnded?
