Odd Electrical Issues... 200 1986

Amp's never been a problem. Doing a little driveway troubleshooting, I find that with the amp and all other accessories off and only the blower on, revving at various RPMs, I still have the problem. Voltage is around 13.5-14.25 at idle or near idle. When revved higher (sounds like 2500RPM, I can't see the tach), it starts climbing to 15, sometimes spikes to 17 volts. Battery shows loss of electrolyte again on the top, though this time not as severe (didn't spurt up on the underside of the hood and eat the paint).

Haven't checked the lights yet.

Think I should check the wiring harness underneath the crank pulley? Archives suggest perhaps it might be a chafed wire in there, but I changed the harness 3 years ago.
