84 fuel pump working only when short-circuited at relay 200

My 84 240 has a new main fuel pump and working in-tank pump. I disconnected fuel line at the rail and watch gas pour into bottle (and hear main pump working) when I short across the relay between the large red and yellow-red wires. When I crank over the engine (having removed the short-circuit from relay) there is no gas, no pumping from the main pump. I replaced both relays. Somewhere between the ignition and relay must be a problem.
