I think you are referring to the radio supression relay, RSR. This is located on a bracket of the coolant reservoir. Could be that there is a second relay there also. If so, this is for the electric fan. Not sure if you have one on '86 car.

The RSR provides the power to the fuel injectors. Relays and solenoids clicking on and off can cause quite a bit of radio "noise". By providing power by an underhood relay, much of the noise is isolated from the other circuits. Check to see if you can hear the injectors ticking as you crank the engine. If so, this is not the cause.

Another likely cause is the hall sensor in the distributor. This sensor provides an input to the ecu that is used to enabe ignition system. The fuel pump relay is actualy two relays. The first is the system relay and is activated by the key in the run position, and the second is activated when the ecu receives pulses from the hall sensor. This second relay energizes the fuel pumps.
