wheel question 200

this morning i mounted a used set of corona wheels with snow tires. two of the wheels had the hole for the "pin" that is attached to the rotor, the other two did not. so, i took the rear rotor "pins" out, 10mm, and covered the holes with duct tape because i didn't know what to do; it was 15 degrees and windy with an impending storm blowing in. i mounted the rear wheels like this and mounted the front with the pins intact.

how come one pair of the corona's had the holes for the pins and the others didn't?

is the duct tape cover as ridiculous as it sounds?
