power steering 200 1986

Hi. My first time at this site. I love volvos but I don't like putting money into my 240DL station wagon with 250,000 miles on it. I am looking for some advice on my most recent kaputzi. The power steering went out because the belt was attached to the air compressor which was attached to the fan and the air compressor pulley somehow froze so it wont turn. My a/c doesn't work but do compressors just freeze up after a long time. Should I replace the compressor (Is that safe to do?) or is this a sign of something else gone bad? Any advice would be much appreciated. I look forward to further communiques on this website.
