occassional brake shudder 200

I have a 1992 240 Wagon - with 168,000 and I have encountered a brake issue every now and then...This only happens occassionally -- This is my first car with ABS Brakes....so maybe it is just the ABS kicking in?

I will be driving and I will come to a stop from slowing down and the brakes kind of vibrate or shudder. It just happen this am in two spots...I could have been on ice and maybe it was just the ABS locking and unlocking the brakes? When I bought the car in August I replaced all the brakes and rotors and cailpers..so everything should be in correct working order.

Any thoughts or insight would be appreciated.

Thank you - dpdy
