Rack vs. inner rod ends? 700 1985

I have concluded that the worst of my steering issues is an non crucial, but still irritating slight play in the inner tie rod ends. My question is weather it is easier to replace the rod ends, or just to change the rack. What is the time involved, and PITA factor of each approach? Cost is not much of an issue for me on this job, I can go either way for less than $30. My rack is a 'type 2' by the body tag...is one inherently better than the other?

I also have a strange intermittent steering fluid loss... It holds for a month or so, then will suddenly be down a pint. I have never seen it dripping on the ground?
