'89 744T failed CT emissions - too much NOx by a hair!!! 700 1989

OK guys, any help here appreciated. My '89 744T failed CT emissions today- it passed the HCP (limit is 417, I had 405), passed the CO (limit is .78, I had .46), but FAILED the NOx by a fraction (limit is 1544, I had 1567). So, I spoke with the chap and he said that "all the older Volvos, when they fail, fail for this reason- too high NOx." He recommended a new cat and/or new O2 sensor. Now, I already replaced the cat in 2000 at 162K miles (she now has 196K), and I replaced the O2 sensor about 1.5 yrs ago at 185K (did the work myself). Any ideas on how to fix this problem with minimum financial input?
