Poor cold engine driveability 700 1987

I am still going trough cold engine response problems.
I have changed rotor, cap, wires, plugs, have gotten sensors checked, and yesterday a volvo"specialist" diagnosed that the problem is most probably my "TPS" throttle position sensor, he already charged me $80.00 for testing so I am wondering if really the part identified is or could really be the sources problem.
I would greatly appreciate lots of feed-back i have this natural sceptical apprehension of mecanics .
