Initial start 700 1990

i have a 1990 745 Gle 16v. the t-belt snapped and broke valves and i finally got it into one piece and reassembled the engine but the motor wont start. when i went to lineup the lower timimg marks i lined it up to the mark on the outer plate(the one between the main t-belt pulley and the drive belt pulley) when i looked the balance shaft belt pulley attached to the crankshaft had 2 marks complete opposite of each other. which mark do i go by? and is the distrubutor's mounting position fixed and cant get reversed? right now the car only cranks but doesnt start. is there a special procedure for 16 v motors?
