Help! 911 car only goes 15 mph 1987

Did this happen right after the filter was installed? Look for an arrow on the body to see it ia installed in the proper orientation. Arrow should point to front of car. The filter should be about the size of a coke can. Check that all the vacuum hoses are connected and not cracked. Ensure the engine sensors are plugged in. Is it smoking?
