Help! 911 car only goes 15 mph 1987

If it were my purchase I would go to the seller and tell him either fix it
to where I can drive it or the deal is off.

Did you drive this car before you bought it? Get a mechanic to check it out?

Having just bought the car, unless you planned it as a project, you should
demand that it be usable, which it certainly does not seem to be.
