1991 under-dashboard knee bolster plug/cover thingy-ma-jig. 200

Okay, so I looked through the Haynes and owners manual and there was nothing on this. But while I was messing around with the steering column, I noticed a plastic cover/plug on the knee bolster under the dash, to the left of the steering column. I tried to pull the plug out, but it wouldn't give without a longer screwdriver, which I didn't have at the time. So what's the deal? What's behind this plug? Is that the "CHECK OIL" reset button behind it? Thanks for answering this again, for probably the 30th time.
