'93 945T - Rear seat won't go up because seatbelt is locked up. Ideas? 900

I folded down my rear seats (split seats) about a week ago, but then the middle seatbelt became locked up, so now I can't raise that part of the back seat (the left two seats). The seatbelt that is locked up is in the middle of that seat and is for the back middle seat, it's not the side seatbelts (which would be easy to get to).

When trying to open the seat by raising and lowering the seat rapidly (hoping to unlock the belt), it actually locked up even tighter so now I can't get to the bolt holding the seatbelt down (in the crevice between the back and the bottom of the seat). The most I can raise the seat is maybe 30º.

I attempted to get to the back of the seatbelt to move the locking mechanism so I can release the seatbelt, but I don't see how to do it. I unzipped the zipper on the right side of the back of the seat, but that just let me access a metal panel behind the seat.

Any ideas?
